@evan I interpreted @LyallMorrison as rejecting the premise “there is a single optimum value for this measure, across diverse projects”. I, too, reject that premise.
@evan, I'll echo @LyallMorrison: I reject the premise of this follow-up question, too. Why would there be a single “best” proportion, for those purposes? I believe there's no such single optimum.
